Lebanon Oil And Gas Forum 2017 - The Roadmap

The main Oil and Gas event for 2017 will be the Lebanon’s National Wealth Forum which will be held at ESA campus on Thursday March 7 with a wide panel of international key speakers, Lebanese politicians, energy and economical sector key players, specialized press and blogs editors, and representatives of the country civil society and students.

 

Under the Patronage of the President of the Council of Ministers H.E. Mr. Saad Hariri, Front Page Communication will organize the crucial forum related to the promoting sector.

 

The Oil & Gas Lebanon’s National Wealth® forum at ESA Business School on 7th March 2017 is the fourth in the series. As with the preceding three, it features Lebanese officials, economists, key international speakers, energy and business experts, and concerned NGO personalities delivering substantive interventions to an audience comprised of key multi-sectoral players, specialized press and blog editors, and representatives of the country’s civil society, in addition to university students.

 

With “Roadmap” as its umbrella topic, the March 2017 forum is deemed very timely both by virtue of the passing of the two Oil & Gas decrees in January and its pertinent title.

2017 Forum:

The recent Oil and Gas discoveries in the Eastern Mediterranean have the potential of transforming the economies of Lebanon and the other concerned neighboring countries.

 

On 4th January 2017, the Lebanese Government approved the two long-awaited decrees that define the country’s maritime blocks, and specify conditions for Exploration & Production (E&P) tenders and contracts.

 

Further in January, H.E. César Abi Khalil, Minister of Energy and Water, announced that five of the ten maritime blocks (No. 1, 4, 8, 9, 10) will be tendered in the first E&P licensing round, and that the Ministry will open a prequalification round second to the one that was held in 2013.

 

Overall, the process goes according to the following timetable through 2017:

 

  • Second prequalification round: February 2 – March 31
  • Announcement of the newly prequalified companies: April 13
  • Bid submission date from prequalified companies: September 15
  • Publication of list of applicants for each block: September 22
  • LPA’s assessment report about the bids: October 16
  • Council of Ministers may convene to approve the offers: as of November 15

 

The Lebanese Government also filed a request to join the international Extractive Industries Transparency Initiative (EITI) which promotes public awareness about how countries manage their oil, gas, and mineral resources
